Punggol's Mid-2026 Data Reveals Rapid Transformation Reshaping Residents' Lives

Punggol's population crossed 178,000 residents in the first quarter of 2026, according to Housing and Development Board (HDB) records, making it Singapore's fastest-growing new town for the fourth consecutive year. That figure represents a jump of roughly 11,000 people since the same period in 2024, and it is driving pressure on everything from kindergarten places to bus frequencies along Punggol Central.

The timing matters. The town's two major commercial anchors, Waterway Point mall at Punggol Walk and the Punggol Digital District along Cleantech Loop, are both absorbing new tenants and workers at a pace the surrounding infrastructure was not fully designed to handle. With Phase 2 of the Punggol Line extension still 18 months from completion, the gap between demand and supply is sharpening into something measurable.

The Commute Numbers That Should Worry Town Planners

Bus service 84 and the Punggol LRT's East Loop logged their highest-ever average daily boardings in May 2026, hitting 38,400 and 52,700 respectively, based on Land Transport Authority (LTA) ridership data published last month. Those numbers represent increases of 14 percent and 19 percent year-on-year. Residents near Punggol Drive and Edgedale Plains have posted repeatedly on the Punggol Residents' Network Facebook group, which has 43,000 members, about standing-room-only carriages during the 7:30 a.m. to 9:00 a.m. window.

The LTA has responded by adding two additional peak-hour bus trips on service 84 starting August 1, but commuter advocacy group TransitWatch Singapore says modelling suggests the town will need a minimum of six additional trips before ridership pressure eases meaningfully. The group's July 2026 briefing paper puts the shortfall at roughly 4,200 seats per morning peak hour.

Meanwhile, cycle path usage along the Punggol Waterway Park corridor has climbed 31 percent since the Active Mobility Authority extended the dedicated lane to Coney Island Park last October. The AM Authority counted 6,800 daily active mobility trips on that stretch in June, up from 5,200 in June 2025.

Property Prices Defy Gravity, For Now

HDB resale flats in Punggol changed hands at a median cash-over-valuation (COV) premium of $38,000 in the second quarter of 2026, up from $21,000 in Q2 2025. Five-room flats in the Northshore Straits precinct, the seafront blocks closest to Northshore MRT station, breached $700,000 for the first time in May, with one unit on Northshore Drive transacting at $718,000. That price point would have been considered implausible for Punggol just three years ago, when the estate-wide five-room median sat at $560,000.

For younger buyers relying on HDB's Enhanced CPF Housing Grant, the squeeze is real. The income ceiling for the grant sits at $9,000 per household per month. A dual-income couple each earning $4,500, the median gross wage for fresh polytechnic graduates in Singapore as of MOM's 2025 Graduate Employment Survey, just barely qualifies, with almost no buffer. Property analysts at OrangeTee & Tie flagged in their June 2026 market report that Punggol's price trajectory is compressing the window of opportunity for first-time buyers by approximately six to eight months per quarter.

Schools are also feeling the population surge. Punggol Green Primary School and Edgefield Primary on Edgefield Plains both hit 100 percent ballot capacity for Primary 1 registration Phase 2B this year, the first time both schools have simultaneously exhausted places at that phase. The Ministry of Education confirmed a third primary school for the Northshore precinct is planned for 2029, but parents registering children born in 2023 will navigate the current shortage without that relief.
