Jurong East Town Council Maintenance Policy Schedules Upgrades for 2027 Completion

The Jurong East Town Council approved its 2026 estate maintenance policy on 2 July. The measure covers 18 HDB precincts and sets a two-stage schedule for repairs to void decks, lift lobbies and covered walkways. Council records show the first stage targets blocks completed before 2005.
The policy was prepared after the council reviewed its 2025 inspection data, which recorded 1,240 outstanding defect reports across the estates. Town council documents state that the new timeline replaces an earlier plan that had spread work across five years.
Changes to daily access and costs
Under the schedule, scaffolding and temporary closures will affect 42 blocks between October and December 2026. Residents in those blocks will use alternative entrances for an average of six weeks each. The council budget paper allocates S$12.4 million for the full programme, drawn from the town council’s sinking fund and the government’s cyclical maintenance grant.
Service and conservancy charges are not scheduled to rise in 2026 or 2027 as a direct result of the policy. Council officers have stated that any future adjustment will be announced separately after the 2027 financial review.
Next steps for households
Letters detailing block-specific dates will be mailed to affected units from 15 August. A public briefing is listed for 28 August at the Jurong East Community Club. The council’s website will publish weekly progress reports once work begins.
Policy analysts note that the 2027 completion date aligns with the council’s five-year master plan for estate renewal, which was published in March 2025. Further phases covering remaining blocks are expected to start after the current programme ends.
