The policy affects all 48,000 households through adjustments to the 2027 operating budget that reference those figures.
The standards were introduced after the state legislature passed enabling language in the 2025 session directing municipalities above 40,000 residents to submit uniform service-cost data by the end of each fiscal year. Woodlands officials completed their first submission to the state oversight office on 30 June, covering the period ending 30 June 2026.
Service Delivery Comparisons
Under the rules, Woodlands must match its road maintenance allocation to the median amount reported by the peer group. The city's 2026 budget document lists $3.8 million for street resurfacing, or $79 per resident. Peer cities reported a median of $92 per resident for the same category, prompting the mayor's staff to project an increase of $620,000 in the next budget cycle.
Public safety spending receives the same treatment. Woodlands allocated $14.2 million for police and fire services in the current year, equating to $296 per resident. The benchmark median stands at $312, which the legislation states must be considered when setting staffing levels for the 2027 fiscal year beginning 1 January.
Resident Cost Implications
Property assessments issued by the county assessor in August will incorporate the benchmark adjustments. Homeowners in the 77380 and 77381 zip codes can expect notices that reference the peer-city medians when calculating the municipal portion of their tax bill. The city clerk's office will mail explanatory inserts with each notice.
The next required report is due 30 June 2027, when the council will review whether Woodlands met the median targets for parks maintenance and emergency response times. Any shortfall triggers an automatic review by the finance committee before the 2028 budget is introduced.
